It was, in fact, her curse for supposedly enticing a man into sex. Thus the curse was that she'd not be able to make anyone like her. It'd make no sense the curse to be "well, you're still good looking but can't look at others".
And yes, the "enticing a man into sex" is more like "being raped against her will" but it's not like Greek gods are known for their level-headedness and justice, rather than being petty and arbitrary.

the myth stats that she may alarm and surprised her foes with terror. and those who beheld her visage man or beast were petrified but Perseus who looked at her through reflection could look upon her sleeping form (that's right he cut her head off while she was sleeping in this version) "while a sound sleep held her and her serpents entranced, he took the head from off the neck" Perseus is kind of a dick in the Ovids myth btw. 3
the word translated from latin 'Visus' translates to sight or appearance. so we can generally take it to be that anything that looks at her directly turns to stone. people animals titans, heck later on Perseus burries her head on a beach and doing so turns all the areas seaweed into coral which how would that even work... 4
we get ovids version in a later Greek version too in Apollodorus, The Library, book II ( 2 AD {Greek}) and again in this version he kills her while she is asleep. 5
