Electronic/Techno lyric samples: please hmm help

Hideoho fellow electro & techno listeners, club goers and DJs!

I've been searching for a really long time, for this really specific sample DJs love using in their sets due to the insane light flickering action when the base hits hard, rolling on for 16 beats (or a bit less), then the base rests and does the 16 beats again (explaining further down).
The base has a low-filter feeling to it, making it softer and not as "hard" as others.

The sample contains the lyrics, beginning with:

"Hello boys and girls, today we're going to learn about [...] drugs", it goes on with him spotting 2 kids doing/smoking something illegal.
Then "this is not a laughing matter".
Then 4 beats silence (I think), followed by rolling 16beats base thunder (and often an epileptics worst nightmare) flickering lights to give it more effect.

Then he introduces "hello parents" (or maybe he says "hello moms and dads", not sure) and then he spots the parents doing that illegal thing as well.

If anyone has even the slightest hint, you'd be doing me a real funky favour! I've been searching for 3 years, nothing.

If it dies, it dies, but I hope this one shout for help can reach those who know!
