Yeah, they must get like 10 or 12 bags a day done like this. it does make me wonder about the setup. There were several other chutes with bags attached and no one working them. This was some sort of demo I'd guess.
I've done this same process by hand but with grass seed. You can get 25 50lb bags on a pallet in under 30 minutes easily solo. The product is loaded into large hoppers that can be adjusted to dump a predetermined amount with a lever pull. Smarter operations will have a conveyor belt that carries a loaded bag straight to the stitcher so there's no need to lift and carry except stacking.
mask and hairnet sure but gloves? not sure why you're suggesting them but for his health/safety gloves would be a negative. for the consumers health/safety flour is a raw product and while washing hands is certainly standard in flour production you really wanna cook that shit before you eat it. proper shoes would be better.
