But other than that, whenever someone is suprised by something like this, it would make sense to read up on how the US interacts with the UN. They reject most declarations, including programs to end world hunger. And Israel mostly votes whatever the US votes.
It means they abstained, which is different from not voting as it can maintain a quorum. In some rule sets (though not most, and not in the un) it essentially counts as a no (though again, not in this case).
