It's pretty common during war. Pretty much every country does it at some point or another during a war. Pretty sure Iran issued a clear order for the Strait of Hormuz. They did the same back in the 80s during the war with Iraq. Most countries make them because if you can get the area cleared out, it's less work for your military and the opportunity cost is just practically nothing. They don't work though as the foreign country usually counters somehow.
