I don't go home much these days, but growing up in a cesspool of chemical plants we would routinely either shelter in place to prepare us for the inevitable release of toxic chemicals and probably death (similar to the modern active shooter drills most schools have today) or because the cesspool of chemical plants had a toxic release and the air was unsafe to breath.

Oh, and they had a parade to celebrate the creation of the town so that it could produce explosives for WWI (for which it was named)

It's funny that 'kanawha' means 'ditch' in Russian what is in line with your description of the town (Belle).

I lived in Nitro which was named for nitrocellulose which they manufactured into ammunition for WW1. (technically I lived outside Nitro) Kanawha is the county Belle, Nitro, and even Charleston (the capital of WVa) is in. The entire area is known as the Chemical Valley, so Kanawha to be translated into "Ditch" is sort of appropriate.
