spike strips are real easy to manufacture from old bedframes and bolts.

Tires, strangely enough, with nails through them. Caltrops can be fashioned from roofing nails with the wide rubber washers. Scattered hastily, enough of them land upwards and any that don't can rotate while being driven over. With time, you can weld or even smith them in an improvised forge with hardware store MAPP gas canisters and any bricks (though they will crumble fairly quickly if not fire brick). And bricks should be really at hand if we're in SHTF mode post-protest.

other than welded wire or farm fence panels, you can look for pallet rack wire decking. Sometimes sold used in bulk when a business or warehouse shuts down or moves.
