Those are for mobile data plans. Essentially offering extra or unlimited data for those certain apps.

Is this ON TOP of a base service rate? Because if not I could see it being cheaper. Not that I support the repeal, just wondering.

They don't have to make your current plan cheaper. They just add extra fees.

Yeah, the idea is that if you have a 2 gig data plan, for example. And each month you blow through that because you snapchat all day (1/2)

In this case it's a 10gb mobile data plan before the extras (if you want them)

I mean you need to pay over $100.00 monthly to get the internet you could likely get now with a dialup connection.
