All the major Banks within the US (Chase, Wells Fargo, US Bank, and BOA) don't charge to use there own ATMs, only out of network.

My bank actually did have a .75 fee for taking my money out of their machine. $2.50 at a different bank. It was that fee that made me quit.

I work for a bank and can confirm. Banks mostly compete against each other so they don't get acquired. There are some exceptions of course.
