Most gangs, criminal syndicates, and other long-standing organized crime traditions, from the Cosa Nostra to the Yakuza, Bloods & Crips, and everything in between started out as some version of a community activism organization. Providing something for their communities that the erstwhile authorities and economy couldn't or wouldn't. They don't all stay that noble, obviously, but almost all of them start out that way, even if all they're providing is an identity they don't have to be ashamed of

I mean, sure, try anything, but most of these gang members are very far gone, after years of trying to grow up with absentee parents and likely no high school diploma. It's a years-long process of intervention to get them to understand even the basics of adulting, all while they have bad anger and conflict management skills. A cease fire is a start, but they really need re-entry programs too

Most crime is done out of desperation not desire. Creating opportunities is the best way to fight crime, but republicans called it defunding the police and scared people away from it altogether.

I’ve done a lot of things I’m not proud of, and got away with my life. 100% of those actions were because I needed money and had no other way, most of which I committed before the age of 18. This is a very good thing and a step in the right direction

I mean, yeah, that's what (a lot of) gangs started out as was neighborhood protection squads. If you know the cops aren't going to come around in a timely manner (because your neighborhood, say, has a higher amount of BIPOC in it and it's any time after 1865), you take matters into your own hands.

I mean, some people do enjoy doing crime. But that's a small % of the total. And I bet a lot of that could be prevented by removing the need to do crime to survive in the first place.

Some gangs - especially ethnic-based gangs - do serve a protective and communal function for their people in addition to the crime. Given the historic treatment of minorities and increasingly unhinged law enforcment it's not hard to see why someone might think "better a gangster who's one of us than a cop who's one of them".

Though fair warning, you may not like the social order they restore. Modern Russia and Putin make much use of the vory v zakone (thieves in law). They emerged in forced labour camps of the Stalin era and took more and more power in the black market, making them very well-positioned to dominate the legal markets when the Soviet government collapsed and their Russian successors went full "shock therapy" to privatize former government-controlled assets all at once, Chicago school style.

Good jobs and affordable housing is all that's needed to drastically reduce crime. By good jobs it's implied that the jobs pay enough to live on.
