Pretty certain a lot of people already know this, but aggressive tail-chasing is considered "bad behavior" and is a sign of neurological problems, namely neurotic ones: OCD/Canine Compulsive Disorder, and anxiety. It can also be a sign of attention-seeking, boredom, and pain, but like I said, this is aggressive so I'm betting on a form of neurosis or cognitive/behavioral issue. Poor little guy's got big problems.

Can't tell fully what he's doing from just a short clip, and I'm definitely no expert, but it looks like he's scrapping the rim. This is what the guy at the junkyard does after you just throw your tires away.
