Without fact checking anything... I would guess farmers with more disposable income than they should have? ie; illegal crops?

It would be interesting to see this overlaid w/poverty regardless of race, but the most important would be to separate corrective audits
from investigative audits. Corrective are super common & just require the taxpayer to fix an error. They are often lumped in with
investigative/criminal audits to inflate the numbers.
