Sometimes. I skip trace as part of my job and assuming his mom was born about 1960 or earlier, those people can be hard to find.

If it was a closed adoption, they may not want to be found and their privacy should be respected.
Open adoption wasn't very common. My adopted siblings found us. It gave my parents the CHOICE to either include them in our life or not.
