Cops forcibly stop a car because a white woman and a man with brown skin were driving together. They decide because he has a hispanic accept he must be illegal (hes not) and pepper spray him and the couples kids in the back with pepper spray as the force him out of the car and onto the ground while accusing him of being illegal. They booked him for resisting arrest (no predicate charges).

The past too, but also the present. It's as if racists just want freedom to be racist.

Sounds like they are using possible illegal immigration status probably cause. Thats dangerous. I hope a court shuts that down hard

No, they just used brown skin on a man in a car with a white woman as the probable cause.

One of trump's exec. orders suspended filing of any new civil rights cases for 60(?) days, while they review instances where local police have entered into consent decrees, usually for this exact behavior over decades of abuse.

Qualified immunity - This doctrine, invented by the Court out of whole cloth, immunizes public officials even when they commit legal misconduct unless they violated 'clearly established law'. That standard is incredibly difficult for civil rights plaintiffs to overcome because the courts have required not just a clear legal rule, but a prior case on the books with functionally identical facts.

The Supreme Court invented the doctrine of qualified immunity in 1967 it was intended to be a modest exception for those government actors who acted in good faith and reasonably believed their conduct was legal. Since then, the doctrine has expanded to provide broad immunity for law enforcement officers’ acts of violence and discrimination.
