No, it's an argument for culling the herd, in the most odious sense of that phrase as applied to one's fellow human beings. Euthanasia is something ENTIRELY different.

You’re right. Euthanasia is the painless killing of someone suffering from a deadly disease. I’m sure many Israelis think what they’re doing is merciful. Im not sure it’s culling the herd tho. That would mean their intent is to make the Palestinians stronger by removing the sick. Either way its horrible.
