As an American, it would save us all. GOP have been TERRIFIED of Puerto Rico & DC becoming states because of an influx of liberal voters. GOP fear 600k people in DC... GOP would never win another election with 30+million Canadian voters.

Conquered/Acquired territories would not be given the right to vote until it was sure the vote would go the controlling party's way, if at all. People born in and living in Guam, the US virgin islands, and Puerto Rico are all American citizens but can't vote for president.
