Think of it as an air-quoted "help". A bit of semi-polite sarcasm. Republicans claim they're helping and he's saying we don't need any more "help".
I thought his wording did a good job of threading the needle between telling ICE to fuck off and not being a PR problem. It's still probably going to be twisted to be "Minnesota doesn't need any help. Block any federal funds and let them fend for themselves!" levels of bullshit from the right, especially the orange turd.
I do like Tim Waltz, glad he is saying something and speaking out against ICE brutality. It's a shame the death threats and awful behavior is driving him out of public service.

Delta Force sucks amongst equivalent units. Nasty Girls (Clothing brand) have green berets too. I'm assuming the insinuation being anyone can dress like them.
Delta Force is highly specialized and utilizes advanced entry and exit (the elements of speed and surprise). The MN National Guard (Nasty Girls as a playful nickname) also has Special Forces (Green Berets).
Essentially saying that Delta is good, but they aren't so good that people with equal training can't fuck them up. For all the hooplah around Tier 1 operatives, they're still human.
That said, I'm not sure MN actually has Green Beanies (unless they've transferred to that state).
Have to admit though, and I’d bet it was Delta, that abduction of a sovereign nations president is fucking insanely absurd and precise. Not that it’s ethical in any way it’s just insane to me that they could pull that off.
