That welder was a compete dipshit. He could have shielded those wires before making that completely half ass weld. I run cables in buildings like that and they might have taken several hours to install and now they need to be run again. Intalling them requires multiple people and a scissor lift. It's not a small deal. No, they cannot just be repaired because you never make a repair in a place that you cannot inspect it in the future.
