Its possible he means "folded" as in folding a strap of mild steel to form the eye, and sandwiching a carbon steel bit in for the edge.

A tomahawk was not made for throwing. Think about it. You throw your weapon, now what? Now you have no weapon, and only maybe a dead foe.

Thrown weapons are a thing. Used while closing distance, then you reach for your belt, unsheathe your main arm. Like an axe sword or spear.

Yes, usually thrown en masse. But an axe is unlikely to kill anyone, even an unarmored foe. The intent is to wound or to distract.

Thrown axe, no. Chip a shield, carve muscle, but usually not kill. Just hamper ability to fight. But in lieu of kill, that's what you want.
