This is one of the reasons I actually don't like  "statute of limitations" in the United States. I understand the goal is to protect from possible prosecution when evidence isn't available to exonerate them anymore.

But in the other hand, there is a definite lack of evidence for the prosecution too, and it feels like this only exists to protect the rich and famous.

The Director of Public Prosecutions determined that there was insufficient evidence to meet the standards of a criminal conviction, so it would be a waste of time and resources to pursue a criminal conviction. A civil case can be taken by a private citizen, and the burden of evidence is not as high. So Nikita Hand decided to take that route, and won.
