The camera frame rate compared to the rpm of the blower just make this even better. It looks like it's almost standing still in the air.

I'd say they both play an important role. Shutter speed to create a clear image, framerate to make them appear to be standing still.

It is the effect of the frame rate, the effect is called aliasing. If you sample at less than 2x the original frequency changes.

Actually, no. The shutter angle controls the motion blur, but the frame rate controls if the individual fragments move.

Sure, very large shutter angles will make it look more like a continuous stream, which weakens the illusion
