Wood can absolutely rot in salt water. Being frequently drenched in water then removed from it is a great way to encourage rot.

The picture explicitly says that the tide comes in and out, so yes, they are removed from water. But if they never were, they wouldn't rot.

A brief google sweep suggests driftwood actually does rot, and often faster (when removed from water) due to salt content retaining moisture
