Does anyone else blink like this to their loved ones? My ex-wife used to do it with me and I thought it was a normal thing but apparently not everyone knows it.
Did she have cats growing up? It’s potentially a behavior she could have picked up from them. Cats use their eyes both for hunting and watching out for predators, so slowly blinking is a sign of non aggression and trust for them. It’s probably more common among cat people.

The cat is responding, just not how you’d like. Cats learn what they want to learn.

Slow blinks is to show you're a friend and not dangerous. I think its a reaction to getting bapped by the human. "Look at me I am not dangerous!"

Yeah that’s what I was thinking, maybe a smidge nicer than that, but yeah that cat is not wanting to shake.
