Whoever has the most claim to elder, which is going to lead to changes in roles throughout the series if they remain existent.
Its just so bizarre when you look at them in the previous games. They try to kill you as a joke first time they meet you in 1.
The chapter elder likely didnt care how the knights dealt with civilians so long as they acomplish their task

Found a problem with the 'sniper barrel' on the standard laser gun, those 3 lights on top gotta be all lit to get the listed damage 1/?
They take 1 second each to 'charge' (3 secs total) and if all 3 aren't lit you get somewhere in the area of half damage 2/3
3/3 Basically the long barrel gives more damage if firing more than once every 3 seconds
