Cheat mod: Remove all corpses/Dead body's. Should help you. Can also help with a lot of others glitches.

Console as in PS/XB or console as in ` -> typing? If the latter, then markfordelete isn't necessarily a good idea as it can cause mod issues

You're better off just Disable'ing the offending corpse. Works for the dog outside Sanctuary as well while Scrap Everything won't.

Nope. Any settlement with corpses has that issue. Only solution is to get a mod on the nexus.
