Their legal justification was that because of the precedent set by the referendum in Kosovo, Crimeans could decide which country they wanted to be a part of. Both the operations (NATO bombing of Serbia as well as Russian takeover of Crimea) were not sanctioned by the UNSC, making them technically illegal.
The 5 permanent members of the UN Security Council have a right to veto any resolution. The US, the UK, France, China and Russia. They can effectively block anything going against their interests, which they have all done at some point. Some more than others. The country doing it the least is China, surprisingly. They usually choose to abstain.
It's a good reminder that the U.N were created by the victors of WW2. None of them wanted to create an organisation that could go against their interests. They made sure they'd keep the car keys at all time. I want a U.N reform but if we're being realistic, that's never going to happen. Good luck convincing any of them to let go of the keys.
