Depends where in the world you are. Here in Norway there aren't many abandoned dogs. Cats, on the other hand get dumped every summer.

It's a problem in US, especially with puppy mills that treat the parent dogs in terrible ways. It may not be a problem in Sweeden, though.

Shit breeders do, sure. Reputable breeders have a contract that insist on returning the animal no matter what. No shelters needed.
