Once everyone is silent, if someone hears a sound you point towards where it came from, multiple people pointing will show intersecting area

It's a way for everyone in the crowd to know that the search crew needs silence. It also serves to remind yourself to stay silent.

It's very much "hand signals". In the army we were to repeat all hand signals so even people not in line of sight of the officer got it.

It is a hand signal. The rescuers give the signal and others copy so that people not close enough to the signal also get the message.
