Nobody's even mentioning that the Camp fire wasn't even mainly a forest fire?

Mostly federal Forests. The real issue is bad maintenance from utilities. Most of the recent fires the last couple years were them.

I've heard from utility workers outside CA that USFS makes switching from overhead to underground electrical wire nigh impossible

The fires began on Federal, NOT STATE land. CA had no control or influence on the management of those forrests.
