There are signs I guarantee that say when the park closes. Usually after dark.

I wouldn't be so sure. Same thing happened to me (albeit I got a warning) and I looked the next day for a sign; couldn't find one.

We didn't get tickets, but cops showed up at our park, too. Public parks close at sundown.

It's to make sure if they are that it gets back to their chain of command. You have your city fine and also have to answer to your superiors

So far all I've seen is people walking a few hundred meters and then stopping for 20 minutes... that doesn't seem like exercise to me.

Most cities have a closing time. The ordinances around where I live is around 11. It's used to stop drug dealers and other shady shit.
