1/ There's zero electricity in the car cord until the computer in the car connects with the computer in the station. So connecting the car
2/ would have no risk. So the issue is the water getting into the base of that charger and if it does getting into the wiring...
3/ and both of those issues are pretty easy to assure that it does not. Thus that entire lot is pretty safe. Plus, I suspect the whole
4/ operation is protected by GFCI circuits.

Yes, because there's a surge shutoff that controls each 2 superchargers or every 4 standard chargers. It cuts power when shit goes down.
PS this is why you'll see Teslas parked at every second super-charger, if 2 park next to eachother the charge speed gets cut in half

I would imagine there's a breaker if the current goes too high (such as due to electrocution), it will cut the circuit.
There is a GFCI as well as a constant check for circuit problems performed by the charger.
