I'd wager this is an empty promise. As noted by other comments, most countries use a "flag of convenience." I would add that it is pretty likely Iranian intelligence assets and command structure for giving firing orders has likely degraded. Command seems to have fractured somewhat, which would explain why Turkey has intercepted shots fired while the IRGC says "we would never" for example. Helps with resilience (harder to take out command when there's 10 targets, not 1) bad for coordination.

Russian + Chinese intel can help them choose targets, if it's in Russian internest (it is = more tankers sunk = more money for ruSSian oil) or in Chinese interest. (it's not in Chinese interest to cut its supply and raise oil prices)

I don't think that will have the effect they think it will. I mean, oil is a global commodity. The availability of product in the market will make the price go down for every buyer, not just the ones who can get a ship through there.

Sure, the US won't be able to get a ship registered in the US to go through, but most maritime shipping companies are registered in tax heavens, not in the US, and they fly mostly flags from Panamá or Liberia, with crew from the Philippines or something like that.

Both the US and Iran have a history of saying shit that has a very tenuous connection to reality at best. This is not a statement of reality on Iran's part - merely intent. Notably, as of a week ago there was credible intel that Iran had started mining the strait. I don't know if they followed through or not.

The reality right now is *nobody* can promise safe passage on either side. It's a fucking warzone.

I’m oversimplifying by saying it’s crude oil which basically makes it cost more to transport and refine. IIRC to process the crude they typically add lighter oil to it, though I’m sure there are mechanical differences to the setups even if they are subtle. Hopefully someone more informed can expand cause I’m curious to know the answer myself but feel unable to properly parse all the necessary information
