In this specific scenario is totaly not a problem. From his other commants i speculate he experianced with kites, which are not paragliders.

Yeah. The smaller ones can be flown as kites. But this one is way too big. Its a power source for an open terrain hobby.

As someone who kite buggies, we use kites... so not quite the ssme thing. Safe takeoff for this can be done in an openspace or hills (1/2)

for non motorized takeoff, and then there are motorized/tow options. None of what this shows is considered a safe place to take off
