This paragliding wing is a bit different..

This is an offside road in Interlaken. Seeing a car there is a huge surprise. It is right next to a nice park, not worried about the traffic

Yeah. The smaller ones can be flown as kites. But this one is way too big. Its a power source for an open terrain hobby.

Most sizes can be flown for ground training like a kite. Never seen one designed to be both kite and parawing.

As someone who kite buggies, we use kites... so not quite the ssme thing. Safe takeoff for this can be done in an openspace or hills (1/2)

for non motorized takeoff, and then there are motorized/tow options. None of what this shows is considered a safe place to take off
