First thing to learn is national unions that can organize accross states. Having a service workers union that anyone can join would be a big step. The initial job of unions is not just to protest unjust laws but also to share information, both about what rights the worker has and legal counsel for contracts and disputes. But of course it is easy to say, and hard to do, especially when some statea have anti union laws to begin with.
