Nevada is a big place, the 7th largest state by area, 110,571.82 sq miles. Unfortunately, we only have three population centers of note. Las Vegas (not even shown here, it's a relative newcomer), Reno, and Elko. 84.9% of the state is owned by the government. While in theory public land has the principle of multiple use and free access, much of that government land has been controlled by the Fed, with no compensation to the State or citizens, since the early 1940s and WWII.
Color coding here is a bit deceptive, there are vast swaths of land throughout Nevada with restricted/prohibited access used as bombing ranges.

Yes, but only in the allowable area, which, honestly are huge. Hunting is by permit and tag only. In 15 years, I've drawn four deer tags.
