It's a great technique with practice and really cheap too. The only thing extra I've done is add the cotton wool whisps to replicate foam

No prob. Look at sea images for realistic wave shapes. Cheap method PVA and loo roll. Id a mate did flooded dungeon tiles for heroquest.
