#1 because the tower is clearly the focus. Would still tone down the light from the building on bottom right to make it pop even more.

I like the first cuz it pops more. The second is a bit duller to me but gives a more natural feel to it.

1)I suppose it depends on what you want the focus to be. As you said below the tower glows more in the first which detracts from the rest.

But I like the focus of the tower and sky as a back drop. The rest being a bit darker even accents it.
