I'm on the 3rd write through of my novel and finally figured out that what's not working is my female MC motivation and wants. To be more specific: the story is set in a fantasy version of North Korea where the dictator is benevolent. The female MC is loyal to the dictator, and unknowingly saves the life of the well-known criminal trying to assassinate him. Then for some reason she gets roped into the plot to kill the dictator.
