I assume something to help stabilize the handles and the front wheel. Small tires, hi speed, with the steering apparatus shotting straight up from the front

They stop steering wobble. On two wheel machines like a scooter or bike, the front wheel can start to wobble, which gets worse and you go over the handlebar. The faster you're the worse it can happen. Dampers keep it from happening
