With regards to speech it went way beyond Orwell's top-down vision of authoritarianism many years ago. They're referring to section 19 of the Public Order Act 1986 and technically all that's required is for *one* person to report that they feel "insulted" by the "perceived" "prejudice" of another. I think it's a relatively popular procedure world over now whenever you're handling someone, for good or ill. Cops don't want to be exposed to who knows what might be on somebody (drugs, diseases and the like), and for those who take a more dim view of cops, it also makes it easier to plant evidence and get away with it. So it's a really flexible part of every cops routine.
