Sometimes LPO's can do that but only if the shoplifter is fighting back or attempting to flee. Ive seen it happen pretty often where I work

An LPO is not allowed legally to detain any one. They can make a civilian arrest if and only if they see them commit a felony.

They have no right to detain by federal law they can request that you don't leave they can follow they can contact authorities.
