Actually the creator Volpin Props mentioned that the bow is recreated at 85% for comfort and reduction of weight.

Hahah, this was a consideration! It probably doesn't even have 10lb of draw, and the arrow heads can be removed, if the convention wishes.

It can probably on shoot similar to a kids 10-15 pound bow or a suction cup bow. So Yes, not to effective.

I don't believe that for a second. You're still drawing 80 pounds with a compound, until you hit the easy part at full draw.

That's required for cosplay rules though, generally. The con I just went to said bows must not draw with enough force to fire an arrow.

What does that mean exactly? I mean, as long as it has bending limbs and a string, it will fire an arrow, just extremely lazily.

I suppose its the difference between moving and firing an arrow. It was at the discretion of the local cops (actual PD) to decide.
