Looks like it's actually a bowling pin and balls. It's a neon outline of the same logo that's on the ball return. So, yes. Dick and balls.

I always enjoy looking for these "Easter eggs" in all of GTAs. The creators had dirty minds and sometimes hid it well, sometimes plain sight
