I'm German and I'm not even sure. 'ß' is equivalent to 'ss', but with a twist. In the olden days (before 1996) it was used instead of 'ss' in most situations (e.g. 'daß' instead of 'dass'), but since German spelling has been revised, it's only used after long vowels. The problem is that names (people, places, organizations) are older, so there is no clear rule.
