This is how hunting dogs get drowned, yes. Racoon's are great swimmers and can out paddle the dog. If it gets on them they can be drown.

Raccoons do too. Raised a few rescues and one tried to choke out my sister's Chihuahua and would climb on my mastiffs back and choke hold.
