In very rainy areas, you need to have the downspout like that, or have a cement deflector. Otherwise it will dig down beside the foundation

Mosquitos like standing water. If the slope/drainage is sufficient it'll be dry there when it's not raining. No issues.

Here in Germany allof a houses wastewater (rain from the roof and sanitary from sink/toilet) is led into the community sewer.

That overloads the sanitary sewer treatment facility and then raw sewage flows into the river. They try to avoid that I'm certain.

Houses are built above the road level for just that purpose. As a land surveyor 1/4 of my work is figuring out what to do with rainwater.
