If that's CGI, the guy who made it has to be the best animator in the entire world. None of the usual tells are there. Literally none of them. Look at the shadows alone. It would take a top tier professional studio to get them to look that real. Or perhaps there is a simpler answer. Maybe that's a real person, and the upper third or so of the costume is empty and just bounces around because their head is actually at chest-height.
