So if a USPER gets scooped up, their data must be deleted in a specific period of time. If that person has done shady things they can request a FISA court order to maintain it and then it goes to the FBI or relevant agency. Cell phone collections would be NSA not CIA so If there really was CIA involved it was literal spy tradecraft stuff
