Is the city on a hill? I don't see any forests or jungles in the way.

Maybe that market district is on hills... or was a forest (shouldnt matter)? other than that and since you didnt move this turn im not sure.

Yeah it has to be the Commercial on a a hill blocking the line of sight. Treb has 3/3 move and district removed woods/jungle.

Unless some mod that preserves trees under districts (because I can't see any Vietnam shenanigans in the pic).
