I forget who pointed it out, but part of the reason why a sort of blank canvas, mediocre protagonist is popular in romance stories is it promotes the idea that someone described as 'plain' or 'average' can be desirable. That part of the excitement is that someone exciting and out-of-their-league (rich billionaire, hot pirate, vampire, etc) may choose to romantically pursue a layperson simply because they desire them.
